Survey to Help Determine Direction of Former Roosevelt Site in Keego Harbor

The survey will be available July 8 through July 22 and marks the first step in a broader public engagement effort to better understand community priorities before any redevelopment proposal is formally presented.

How can you participate?

• Residents may complete the survey online by visiting the Roosevelt Public Engagement page or by scanning the QR code below with their mobile device.

• For those who prefer a paper copy, printed surveys are available at City Hall during normal business hours. Completed paper surveys will be manually entered into the City’s survey platform to ensure every response is included equally in the final results

The City’s engagement process builds upon the vision established through the 2025 Master Land Use Plan, the 2024 Tax Increment Finance Authority (TIFA) Development Plan, previous planning efforts along the Cass Lake corridor, and years of community conversations about Keego Harbor’s future. The survey is intended to further refine those long-term planning goals by gathering community feedback specific to the Roosevelt site and identifying the types of development, community amenities, public spaces, and design character residents would like to see if the property is ultimately redeveloped.

While the former Roosevelt Elementary School property is owned by the West Bloomfield School District, the City recognizes that its future will have a lasting impact on Keego Harbor’s neighborhoods, economy, and quality of life. Although the City does not control the sale of the property, any future redevelopment proposal will be reviewed through the City’s public planning and zoning processes.

“Communities are most successful when they define their future before opportunities arrive,” said Interim City Manager Joseph Gacioch. “The Roosevelt site is an important part of the broader Cass Lake corridor, and this survey helps us build upon years of planning to establish a shared community vision. By doing this work now, we’re creating a strong foundation for whatever opportunities the future may bring.”

Following the close of the survey, City staff will compile and summarize the results for presentation at a future City Council meeting. The findings will also be shared with the West Bloomfield School District and the Roosevelt School/City Advisory Group to help inform ongoing discussions regarding the property’s future.

Mayor Joel Ross encouraged residents to participate and help shape the community’s vision.

“The Roosevelt site represents one of the most significant redevelopment opportunities in our community. This survey gives residents an opportunity to help refine the vision for the property and ensure future conversations reflect the priorities of the people who call Keego Harbor home.”

Council member Cristina Elsen emphasized the importance of the City’s partnership with the School District.

“The Roosevelt School/City Advisory Group was created to foster an inclusive and collaborative process between the School District and the City. By working together and listening to our community, we can help identify opportunities that strengthen both organizations and create a future that benefits our residents, our schools, and the long-term success of Keego Harbor.”

The City encourages everyone to take a few minutes to complete the survey before it closes on Wednesday, July 22. Every response will help establish community planning principles that can inform future discussions about this once-in-a-generation redevelopment opportunity.
