Village of Holly Declares State of Emergency Due to Flooding

Holly, MI – The Village of Holly has declared a state of emergency due to heavy rains, flooding, and equipment failures. Village President April Brandon shared a post on social media about the declaration stating “We have been closely monitoring conditions and working the problem from the start. While the situation has been serious, it did not meet the legal threshold for a formal declaration until now. Based on the cumulative damage, system strain, and ongoing impacts, that threshold has been reached.
“Since early April, multiple heavy rain events have overwhelmed our wastewater system. At peak, flows exceeded 5 million gallons per day, far beyond normal capacity, resulting in damage to critical infrastructure, including the failure of a primary pump and disruption of control systems. Crews have been operating around the clock since April 5th to stabilize operations, with repairs and temporary solutions already in place. Costs have already exceeded $20,000 and continue to rise.
“This is not isolated to infrastructure. Flooding has significantly impacted a residential modular home community, affecting approximately 230 homes, along with additional private residences throughout the village.
“Declaring a state of emergency allows us to fully activate our emergency operations plan and access additional resources to respond and recover as quickly and effectively as possible. The primary purpose of this is to seek cost recovery for the Villages Wastewater Treatment Plant, and it may open up recourse for certain residents.”
Work continues by Village staff to address issues caused by the flooding.
