Nonprofits Serving Rochester Hills Can Apply for ARPA Grants

Rochester Hills, MI – The City of Rochester Hills is pleased to announce the launch of the Nonprofit Assistance Program as part of the American Rescue Plan Act (ARPA) funding allocation. Local nonprofits and public agencies serving the Rochester Hills area have the opportunity to apply for vital funding to support programs in four key areas: Food Assistance, Housing, Mental Health, and Education.
“This is an opportunity for us to support the organizations that best address these key areas in the most effective way,” states Mayor Bryan K. Barnett. “Rochester Hills is a generous community that lives open handedly and our city is following suit. We look forward to partnering with local nonprofits to enhance the quality of life for our residents.”
Several other Michigan cities, including Lansing, Royal Oak, and Port Huron, have also allocated a portion of their ARPA funding to support local nonprofits, recognizing the significant impact these organizations have on their communities.
The Nonprofit Assistance Program will provide funding ranging from a minimum of $5,000 to a maximum of $30,000, allowing nonprofits of various sizes and capacities to apply. A total of $300,000 is available for eligible nonprofits.
The ARPA Nonprofit Assistance Program application will be available through the City’s website at rochesterhills.org/arpa from September 15 through October 31. Applications must be submitted electronically. All awarded funds must be spent by June 30, 2024.

ARPA Nonprofit Assistance Program
The City’s ARPA nonprofit assistance program allocates between $5,000 and $30,000 to support organizations benefiting Rochester Hills residents, with a total of $300,000 available for eligible nonprofits.
The program focuses on strategic community investments in education, mental health, emergency housing assistance, and food assistance to address local needs and promote overall well-being.
Application Requirements
The ARPA Nonprofit Assistance Program application will be available through the City’s website at rochesterhills.org/arpa from now through October 31, 2023. Applications must be submitted electronically.
Applicants will be required to submit the following information:
- Organization name and contact information
- Organization Overview
- Mission statement
- TAX ID
- Address
- Website Address
- Length of time in existence
- Number of employees
- Description of services provided to Rochester Hills residents
- Number of Rochester Hills residents served annually
- Description of how the organization plans to use these funds
- Assistance amount requested
- Description of how program/activities(s) respond to needs in the Rochester Hills community.
- Description of proposed outcomes (e.g., persons served)
- Proposed budget, including line-item expenses
- Timeline for fund expenditure
- Any other supporting information the organization would like the review panel to consider (may be limited in size or length)
City staff will review applications for completeness and eligibility. Applicants may be asked to revise proposals or provide additional information. Complete and eligible applications will then be reviewed by a committee. The committee will meet to discuss the applications and make final award determinations in December 2023.
All funds must be spent by June 30, 2024.
Eligibility
Nonprofit, tax-exempt 501(c)(3) organizations or public agencies that serve the Rochester Hills area may apply.
A minimum of $5,000 and a maximum of $30,000 is available per organization.
All applications should address one of the following priority areas:
- Education: Supporting educational services such as tutoring, afterschool programs, and summer education and enrichment programs.
- Mental Health: Providing resources and support that promote mental well-being, ensuring that individuals have access to the necessary services and assistance.
- Emergency Housing Assistance: Offering emergency housing assistance, including rent, mortgage, or utility aid.
- Food Assistance: Providing food assistance to individuals and families who are facing food insecurity. By supporting programs and initiatives, we strive to ensure that everyone in our community has access to nutritious meals.
Please note that all organizations are limited to one assistance award per category.
Post-Award Reporting Requirements
After receiving your assistance through the program, the organization will be required to submit the following information to the Rochester Hills Fiscal Department:
- A summary of the project plans that you applied with, a summary of the completed project, and an explanation of any differences between the two
- A financial summary of expenditures
