Man Wanted in Kansas City Arrested in Oakland County After Intoxicated Incidents with Street-Eatzz-AdMinors, Including Hit and Run Accident

On 1/28/2014 at 10:49 PM Oakland County Sheriff Deputies responded to a hit and run accident on Northbound Lapeer Road at Scripps Road. The driver and victim is a 28 year old female from Oxford Township. The victim of this accident reported no injuries and indicated a Toyota with a Kansas license plate rear-ended her vehicle as she was stopped at the light and the Toyota continued Northbound. Moments later another Deputy located the Toyota, with heavy front-end damage, after it had ran off Lapeer Road into the median at Stadium Drive. The Deputy observed two occupants in the vehicle, neither were wearing coats or shoes in the subzero temperatures. He observed both to have a strong odor of Toms Custom Painting Adintoxicants and both showed signs of being intoxicated. The Deputy identified the driver as a 44 year old Kansas man and the passenger was identified as his 13 year old son who resides in Michigan. The responsible driver was uninjured but his 13 year old son was complaining of chest pain. The Orion Township Fire Department responded to the scene and determined the child’s injuries were minor and he was medically cleared at the scene.
The driver, Steven Keith Fulton submitted to a preliminary breath test (PBT) and registered a .28 blood alcohol content (BAC) and was arrested at the scene. The 13 year old was also given a PBT which registered a .13 BAC, he was released to his mother who arrived on scene.
During the course of the investigation, Sheriff’s Detectives learned that Fulton had rented a room at the Palace Inn on Lapper Road. He purchased and supplied alcohol to his 13 year old son and two 16 year old females, from northern Oakland County, just prior to the accidents. One of the 16 year old females indicated that Steven Fulton made sexual advances towards her. During a background investigation of the dinos02sidelogo3suspect, Detectives learned Fulton had left Kansas City, Kansas three months ago. The Kansas City Police Department is also investigating him for inappropriate sexual advances on an 11 year old victim.
On 1/30/2014 the Kansas City, Kansas Police Department issued an Aggravated Indecent Liberties with a Child warrant with a $40,000 cash bond and full extradition.
On 1/31/2014 Sheriff’s Detectives arraigned Steven Keith Fulton at 52-3 District Court in Rochester Hills on the following:

Magistrate Maria Soma set a $25,000 cash/NO 10% bond and a No Contact Order with Juveniles.
The Oakland County Sheriff’s Office is working with the Kansas City Police Department and the investigation continues regarding other activities the suspect was involved in while in Michigan.
