On the Ballot: Rochester Voters to Decide on Purchasing Rule Clarification

Rochester, MI- Voters in Rochester will be asked to decide if they want to change the policy for purchasing.

Proposed Amendment: It is proposed that Section 11.2 of the Charter of the City of Rochester be amended to remove specific expenditure thresholds and purchasing procedures from the Charter.

Ordinance 2017-16, which was approved November 13, 2017, updated thresholds and purchasing procedures found in Sec. 2-321, 2-322, 2-323 and 2-327.

The purpose of this Charter Amendment is to remove conflicting or outdated language from the Charter and reference that purchasing requirements are as adopted by ordinance.

Section 11.2 would now read as follows:

Section 11.2. – Purchasing and Contractual Procedure: Before making any purchase or contract for supplies, materials, equipment, or contractual services, opportunity shall be given for competition, under such rules and regulations, and with such exceptions, as the Council has adopted by ordinance.

Section 11.2 of the Rochester City Charter currently reads as follows:

Section 11.2. – Purchasing and Contractual Procedure: Before making any purchase or contract for supplies, materials, equipment, or contractual services, opportunity shall be given for competition, under such rules and regulations, and with such exceptions, as the Council may by ordinance prescribe. All expenditures for supplies, materials, equipment, or contractual services involving more than two thousand dollars ($2,000.00) shall be made on written contract, and such contract shall be awarded to the lowest responsible bidder after such public notice and competition as may be prescribed by ordinance: Provided, however, that the Council shall have the power to reject all bids and advertise again. The Council shall provide, by ordinance, for the ordinary purchasing procedure to be followed in purchasing City supplies.
